Yale Diagnostic Radiology Affiliation Policy: Outside Lectures in Connecticut
Medical School Affiliation Policy: Medical Education
The Dean and Medical School have drafted a structured policy with respect to medical education activities occurring outside of Yale-New Haven Hospital (YNHH) but within Connecticut. The medical educational activities covered in this plan pertain to “regular” or “structured” medical education activities, as opposed to isolated activities. The policy was put in place to regulate the use of the “Yale” name with respect to medical education activities occurring in the State of Connecticut, depending on the level of involvement between Yale Medical School and an outside institution. The level of involvement is determined by many factors, including the following six criteria with respect to the outside institution (“Yale” refers to Yale University School of Medicine):
- Yale's role in teaching,
- Yale's role in curriculum development,
- non-YNHH program participants (i.e., outside residents) rotating to YNHH,
- YNHH program participants rotating to regional hospitals,
- Yale's role in recruitment of residents for outside institutions,
- Yale's role in selection of relevant hospital faculty.
Other criteria are listed in the attachment. Please note that an outside hospital residency affiliation with Yale differs from a volunteer clinical appointment affiliation with Yale and the department, both of which differ from YNHH affiliation:
Yale University School of Medicine department affiliation - Relationships between YDR and another residency (i.e., St. Raphael's and Norwalk with their residents rotating through YDR at YNHH, or Yale faculty providing lectures at another Connecticut institution). The Medical School Policy discussed above pertains to this type of relationship. Note, there is a financial surcharge for affiliations that do not also have a “hospital affiliation”. Voluntary clinical faculty appointment - Radiologists without a full time faculty position may participate as part time voluntary clinical faculty to provide educational and perhaps research endeavors with residents and staff.
Hospital affiliation - Yale New Haven Hospital (YNHH) system provides for an affiliation between regional hospitals, such as Greenwich and Bridgeport.
Yale Medical School's Role in Teaching outside of YNHH at Connecticut Institutions
Teaching is one type of affiliation that can be established between a Yale Medical School department and an outside CT institution. This can take the form of participation by the Yale faculty in lectures, conferences, or Grand Rounds at outside hospitals. Compensation for this is strictly regulated by Yale School of Medicine and must go through Grants & Contracts and the fee for this is to be paid directly to the department via Grants & Contracts. Contract vs. Honorarium
This section deals with determining whether a lecture falls under the affiliation contract agreement rather than an individual faculty member solicitation with an honorarium. The current policy allows up to 5 two-hour lectures/ dept/ year/ institution outside of the affiliation agreement. That is, a total of 5 two-hour educational sessions per academic year to be hosted at a particular non-YNHH Connecticut institution per department. These educational sessions include lectures, grand rounds, board reviews, and conferences. If a total of more than 5 two-hour lectures per year by any or all Yale Diagnostic Radiology faculty occur at a particular institution, then a contractual affiliation is required. The following represents an example in order to clarify this policy. In the scenario whereby Faculty Member #1 gives two lectures and Faculty Member #2 gives three lecture at Institution A, a sixth lecture at that same institution by any Yale Diagnostic Radiology faculty member would result in necessitating an affiliation contract for the fourth lecture and any future lectures performed at Institution A during the current academic year. If the outside institutions want to arrange for 5 two-hour or fewer lectures between Yale faculty members and their institution, they may do so outside of the contractual arrangement and negotiate with the lecturer for an honorarium.
All YDR faculty members who lecture at Connecticut institutions for honorariums rather than through a contract, must have the sponsor of the lecture sign the attached letter stating that they are aware of this policy. A copy of this letter of acknowledgement should be presented to the YDR Chairman's office.
